Prince Rainier III was of the highest position in Monaco, being the Head of State. Along with his family, he signed treaties
and choose who would work in the government of Monaco. The Royal family would choose a minister of state, who would head the
government and this person was usually a French civil servant. Since 2000, the Minister of State has been Patrick Leclercq.
Three councillors are also chosen to assist the Minister of State, and these people are also in charge of finance, internal
affairs, and public works. These three ministers are also chosen by the Royal Family. Along with these members of government,
there is also an 18 member National Council who also belong to the government. The citizens of Monaco are in charge of electing
